Priorities of modernization of the Russian economy: institutional-legal aspect

The article investigates the system of limitations of innovative development of the Russian economy, related to the absence or inefficient action of corresponding goal-oriented institutions as well as with the incompleteness of legal regulation of the economy of innovations and its state support. The paper indicates the basic directions of legislative activity, which should strengthen essentially the legal base of innovative modernization of the Russian economy.

New industrialization as a condition for the transition to innovative model of Russian economic development

The article explains the meaning and the content of a new industrialization as an important and integral phase of the transition of the Russian economy to the innovative development model. The paper proves that the restoration and further development of the national industry on a new high technology basis forms the key content of a new industrialization. In this context the authors specify the priorities of the state industrial policy and the basic requirements to the institutional environment of a new industrialization.

Institutional problems of Russian industry development in the regions of Russia

This paper considers the problems of the industrial systems development in the regional economy and provides the assessment of the results of such development. Special accent is made at the investigation of the institutional conditions and limitations of industrial systems and innovations functioning. The author pays attention that determining industry development factor in the Russian regions is presented with the institutions, the influence of which on the management of the regional industry is summarized within the experience of management of development institutions in the regions. The paper confirms the necessity to improve the quality of the executable functions of planning and analytical preparation of solutions at the regional level of government.

Institutional prerequisites of competitive coexistence of territories

In this paper the authors, using the results of a sociological monitoring, investigate the phenomenon of competitive coexistence of regions / cities under the conditions of inter-territorial competition. The authors analyze positive results and possible negative effects, mostly spread forms and methods of competitive coexistence of territories implementation. The paper investigates the features of the process of institutionalization of competitive coexistence and proposes the effectiveness indicators for new forms of inter-territorial cooperation.

Closed administrative-territorial formations: new challenges and the necessary transformations

The article considers the problems, which face to closed administrative-territorial formations (CATF) in the course of their functioning due to the established for them special legal regime. On the basis of the marked out features of CATF and the extent of their influence on territorys development, the authors come to the conclusion about the necessity of transformation of the purpose of CATF functioning and consider various scenarios of their development. The researches conducted allowed the authors to formulate the main directions of carrying out institutional and administrative changes, ensuring innovative development and increase of social and economic appeal of CATF.

According to the Constitution of Russia, the Russian Federation is a democratic federal law-governed state. This formula is simple, clear and well known. However, in an intensely changing world the content of the notions, contained within this formula, is also experiencing dramatic metamorphosis. To what level this new content corresponds to the objectives and values, which are upheld by the Russian state? This and many other issues are considered in connection with the discussions on the constitutional reform, on the organizational and ideological functions of the Constitution, on the metamorphosis of democracy in the modern world and on the relationship between democracy and national sovereignty, on the problems of constitutional goal-setting.

The paper analyzes the changes in the order of succession the position of the head of the subject of the Russian Federation. The author classifies and considers the problems, arising in connection with the entry into force of these changes, provides the analysis of the decisions of the Constitutional Court of the Russian Federation, relating to the relevant legal conflicts, and formulates suggestions, aimed at the possible solution of them.

The confrontation to the delinquent behavior in sociological perspective

The paper analyzes the problems, associated with the growth of delinquent and deviant behavior in Russia. On the example of the Central federal district the author investigates such phenomena as "kleptomania", thefts in organizations, stealing from relatives, friends, etc. The author comes to the conclusion that such crimes, first of all, thefts, regardless of their motives and causes, as a rule, anyway, are a normal reaction of a normal person to the actual situation. The paper contains the conclusion about the necessity to revise certain forms and methods of prevention activities.

Russian fiscal system and the coming crises of regional finances

Financial standing of Russian regions in 2013 has impaired dramatically. In short-term perspective part of them will correspond to the bankruptcy criterions. This situation is the logical result of the structural characteristics of the Russian fiscal system. The last in its basic features coincides with fiscal systems of less developed countries and strongly differs from fiscal systems of western countries with acting progressive scale of income taxes and where the main share of taxes is paid by households, but not by business. The paper considers the connections of municipal and regional economic development and the Russian fiscal system.

Corruption as a social phenomenon in the NEP Siberia

The article deals with socio-economic factors of bribery and corruption in general. Based on the analysis of concrete historical material on combating bribery in Siberia during the NEP, the author concludes that the historical rootedness of this phenomenon in the Russian society. Draws attention to the fact that many of the causes of bribery that took place in the 20-ies, The twentieth century, Preserved to this day. Essential prerequisites to combat bribery author considers ensuring transparency and control over the activities of government agencies and authorities in general.

Socio-psychological portrait of a member of the illegal armed formations in the North Caucasus

The article highlights and describes the main factors, contributing to the spread of extremist ideas among the active population of the North Caucasus region. The author makes an attempt to offer generalized characteristic of the typological portrait of the persons, capable of committing a terrorist act. Basing on the example of Kabardino-Balkaria and Karachay-Cherkessia, the author attempts to analyze the intrinsic motivation and the psychology of "heroism" and as well the evolution of social status and of the education level of the members of extremist organizations.

Economic factors of peripheral separatism in Europe

A phenomenon of nationalism exists in Europe for a long time. In some countries it has become a factor of emergence of the separatist ideology, followers of which pursue the objective of their regions secession from the state, the part of which they are at present. The list of countries, most interesting for the analysis of the facing to them crisis of statehood, mostly because of separatists activity, includes Belgium, Spain and the UK. The author of the article, among the set of other causes of separatism, examines its economic prerequisites and comes to the conclusion that economic causes often appeared to be the determinant ones in the struggle for independence.
