Objectives, priorities, risks of modernization of financial system in Russia

The article discusses the most important directions of modernization of the financial sector. The paper analyzes a conflict of interests within the system of budget planning between the tasks of financial sustainability and maintaining a certain level of budget deficit. The article evaluates the resultiveness of financial and monetary policy from the standpoint of criteria and threshold values of economic security indicators.

Pseudo-constitutionalism in of the early twentieth century Russia

This article argues the position that the main reason of the collapse of the Russian Empire was the realization of the model of pseudo-constitutionalism and provides the definition of pseudo-constitutionalism. The author stresses that there is a danger of pseudo-constitutionalism in modern Russia as well.
