Programme-based budgeting in the strategic planning system of russia

The Accounts Chamber of Russia undertook the assessment of practical measures aimed at improving budget expenditures efficiency during the period up to 2012. The article analyzes the results of this assessment. The author reveals major reasons for lower efficiency of budget expenditures. He raises the issue of the interconnection between the quality of programme-based budgeting and the quality of strategic planning of Russias economic development.

Regional scenario forecasting

Methodological principals of scenarios forecast for a big economic region, which were realized in forecasting the Russian Far East development till 2030, are reviewed. The forecast logic and scenarios constructing methods are analyzed. Scenarios of the Russian Far East development till 2030 on the basis of interrelation of national, international and regional conditions are presented.

Present status and prospects of institutions of regional development

The paper considers the problem of organizing regional development institutions, examines the adequacy of proposals for so-called regional development agencies. The author summarizes the experience of managing development institutions in Russian regions, concludes that there is a need to improve the quality of executable functions of planning and preparation of analytical solutions at the regional level of government.

On the life of Russian pensioners

The paper presents the results of the study of Russian pensioners standard of living, including subsistence consumption of goods and provision of durable goods. It is proposed instead of subsistence state regulation of the standard income measure to use the minimum consumer budget. Regional replacement rates are also considered.
