Journal "Federalism" and "federalism" in Russia

Basing on the numerous articles, earlier published in Federalism journal, the author examines the evolution of views on the problems of federal relations development in Russia. Discovering new sense and mastering new instruments in territorial planning in modern Russia

The author analyzes prerequisites, sense and subject of the process of developing new conceptual approach to territorial development planning and the whole set of implementing instruments. Key goals for theoretical verification of territorial planning methods as well as implementation issues estimation are presented. The article contains recommendations for system streamlining of content, methodical and legislative framework of perspective territorial planning instruments.

The myths and realities of spatial economic disproportions

Spatial economic differentiation of Russian regions is considered in the article. Approaches to the regional long-term economic development concept construction effectiveness is assessed. The present and the future of the settlement system the major problem of Russia

The changes in the number, functions, population and coherence of settlements that have been taking place for more than 25 years are considered as a process on which the wholeness, political and social stability of the state depend. The essence and results of the Soviet policy of creating the unified settlement system as well as problems arising in connection with new realities are shown. The prospects of cities domination, growth in the number of metropolitan areas, existence of traditional rural settlements are assessed.

Global financial crisis and the development of integration processes in the post-Soviet space

The paper studies the impact of the global financial crisis on the development of integration processes of the CIS countries. The appearance of certain structural economic turbulence in the post-Soviet space has been proved by calculating rank concordance coefficients for changes of six basic macroeconomic indicators in 2009. It is shown that these changes are short-term and will hardly affect the vector of integration processes in the long term. Some ways to accelerate the integration process through the development of a coherent economic policy after the crisis are discussed.

The problems of start of innovative processes in the Russian economy

The article considers factors that prevent the transition of the national economy to the innovative model. The paper argues that the main obstacle to forming the economy of innovations in Russia is connected with the lack of interest of businessmen and population in innovative production. Taxation under transfer pricing and fiscal federalism problems

The paper examines tax consequences of using transfer prices by taxpayers for budget revenue in view of different regional rates of profit tax in Russia. Efficiency of legal regulation of budgetary foundations of local self-government in Russia

The article investigates the efficiency of legal regulation of budgetary foundations of local self-government in Russia. It analyzes changes in legislative regulation of the budgetary competence at different levels of the public power regarding formation of own incomes of local budgets, procedures of interbudgetary alignment, rendering financial aid, dynamics of condition of local budgets. Proposals on updating reform of local self-government are grounded.

National Periphery in the Russian Empire: Specific Features of the State and the Structure of the Administration System

Institutional-legal and socio-economic regulation for labour immigration and re-emigration in the 1920s.

The article analyzes the mechanisms regulating labour migration in the USSR in the 1920s from Europe, United States, Canada, South America. Limitations of unwanted labour migration are characterized. The link of the policy for regulating labour migration to the strategy of economic development of the USSR is shown.

The estimation of subsidies as the tool of fiscal relations

The article contains methodological approaches to the estimation of efficiency of subsidies as the tool of fiscal relations, operating mainly within the system of financial maintenance of target programs. The author notes that estimation of the efficiency of subsidies depends on estimation of the efficiency of corresponding target programs. The paper offers methods of estimating the efficiency both of target programs and specific subsidies mechanisms of their financing.
