Systematical properties of a federative state

Social efficiency of regional management mechanisms of economic development

The article assesses social efficiency of reforming legal foundations of regional management system in the RF economy. On the basis of comparative analysis the author concludes that the gap in the conditions of reproduction of the population in the country has widened leading to a social crisis highlighted by a gradual growth of social protest movement both in scale and territorial coverage.

The particularities of the draft federal budget for 2011 and for the planning period 20121013

The article discusses the particularities of the draft federal budget for 2011: a gradual reduction in federal revenues amid growing social obligations of the state and increase in public expenditures on servicing the public debt. Under these conditions, particularly important are low risks, the analysis of their influence on fiscal policy is outlined in article.

Changes in the structure of Russian economy after 1998 crisis

The article considers the changes in the structure of production in Russia between the crises of 1998 and 20092010. It analyzes material capacity of production on the basis of correlation of production output and intermediary consumption, proportions of resources formed due to own production and import, distribution of national production on domestic market and export, correlation of production of goods and services, structure of production divided by type of activity and sectors of economy. Special attention is paid to the influence of inflation on the structure of production.

Problems of establishing regional reserve currency within the CIS

The author analyzes how the Russian rouble complies with the basic requirements of regional reserve currencies from the point of view of the economic growth, international reserve position, the level of national banking system development, market position of Russia as a producer and exporter of goods and capital, the stability of national currency. The results of this analysis show that at the moment the slogan of transforming Russian rouble into the reserve currency at least on the regional level does not have any real background either in the Russian economy or in integration processes within the CIS region.

The Heavenly origin of Mongolian Empire

The article is devoted to the teaching of medieval Mongols tangerism. Such concepts as munkh tangerine huchin (the force of the Eternal sky), suu zali khans (the genius of khans) are considered as the key concepts determinig the basis of outlook of ancient Mongols, their understanding of the essence of khan state power. The author concludes that the teaching about the sky being based on shamanism was not the religious doctrine but the ideology of the Mongolian state.
