Macroeconomic criteria of optimization of taxation

The article considers the problem of indicating optimal limits of tax burden in respect to peculiarities of functioning and the goals of development of the state. The possibilities of optimizing taxation as a method of regulation of innovational and social processes are revealed. The approaches to changing criteria of optimization of tax policy under the current structural crisis are pointed out. The authors view on optimal tax load as a qualitative macroeconomic category is presented.

Theoretical-legal problems of local self-government in the Russian Federation

The article analyzes the theory of local self-government in relation to the provisions of the Constitution of the Russian Federation. The evolution of social and public theories of local government is considered. We discuss and analyze modern characteristics of the dual theory of local self-government. The author suggests the interpretation of the dual theory.

Regional integration: a theoretical problem of inversion and modeling experience

The article analyzes the problems of theoretical interpretation and modeling integration processes at the regional level. The basic characteristics of the theory of regional integration at the present stage are shown. The conclusion about the predominance of Eurocentrism in the theory and practice of regional integration is made. It is indicated that it is impossible to borrow a certain system during the process of integration of the Commonwealth of Independent States.

Spatial factors of innovative economy formation in Russia

The article summaries basic approaches to innovative economy forming. The paper emphasizes special importance of its spatial factors. It is stressed that in Russia the considerable role of these factors is determined by significant economic differentiation of its regions and specific features of the countrys federal structure. The paper puts the question of strengthening the regional governing link in forming the preconditions of innovative development of national economy.

Modern fertility policy in Russia: preliminary results and outlook

The first results of the Concept of Population Policy in sphere of fertility in Russia are presented. The conclusion is drawn that new policy measures have brought the expected effect, additional measures are proposed which can resist possible fertility reduction (new demographic wave).

Instruments for harmonizing tax relations in federal states

The article deals with the problem of tax relations harmonization, notably tax interests of public-law entities in federal states. The author analyzes the reasons for immaturity of the Russian federalism model and proposes tax relations harmonization instruments designed to ensure the maintenance of federal system sustainability.

Russian Turkestan and British India in the economic system of colonialism

The article is devoted to the problem of economic policy of the two largest empires of the modern times in their respective main colonies in the second half of the 19th early 20th century. The author analyzes the imperial policy in the principal spheres of Turkestan's and India's colonial economy (agriculture, industry, infrastructure, taxes, customs, foreign trade and finance) and delineates similarities and differences in the economic policy of the two empires.

Stolypin's reforms of institutions and structures of government and self-government as viewed by Russian liberals

The article presents the views of leading Russian liberal parties in the beginning of XX century on Stolypin's program of reforming the systems of government and local self-government. Having analyzed publications in the mass media, the author comes to the conclusion that Russian liberals criticized the most vulnerable aspects of the reform, thus they formed the negative public opinion towards them. It played an important role in aversion of Stolypins variant of Russias modernization.

Historiography of genesis of the Mongolian state

The article is devoted to the phenomenon of the Mongolian nomadic statehood. The author presents the historiographic analysis in the field of studying the genesis of nomadic statehood. The article also deals with the questions of revealing preconditions of formation of the nomadic state, the relation of internal and external factors, the definition of the term the state and its characteristics. These questions are considered actual by Russian and Oriental scientists, including Mongolian ones.

China's economy in the world financial crisis (implications for Russia)

The author analyzes basic measures of PRC economic policy in 20082009 under conditions of growing world financial crisis. China had to solve a difficult task of continuing economic reforms in the country while fighting with the world financial crisis. But the results of social and economic development in 2009 proved that China managed to solve these problems. There are some implications for Russia which could be useful in dealing with the consequences of the world economic crisis.

The economy of Belarus in conditions of the world crisis

The problem of juvenile delinquency prevention in Central Federal District: sociological dimension

Special attention is paid to the issues of increasing effectiveness of juvenile delinquency prevention in the Central Federal District. The author uses the results of sociological research of the criminal cases about the crimes by the under-aged people. The main directions to reduce minor delinquency are offered.

The grant as a tool of interbudgetary regulation

The article considers one of the most important directions of improving interbudgetary relations replacement of non-target (block) grant mechanisms with the system of subsidies. It is noted that subsidies possess such advantages as a strict goal-oriented nature, opportunity of stronger control, stimulation of corresponding expenditures of regions and municipalities beneficiaries of subsidies. The paper argues that the advantages of subsidies are most fully realized through program-target methods of budgeting.
