State of play and perspectives of program approach in regional policy

The paper covers the latest changes in goal-oriented program planning of territorial development. The author analyzes essential aspects of the approach as well as methodological apparatus, mechanisms, forms and procedures thereof. The research deals with two varieties of regional development programs: programs developed and implemented by federal authorities and by authorities of subjects of the Russian Federation.

Socially weak categories under the crisis. How to help children and the elderly

The article is devoted to the problem of impoverishment of families with children in Russia under the crisis. We analyze the effectiveness of public social policy, formulate proposals for improving the state of social assistance to families with children.

On the issue of the legal system of the subject of the Federation

The article considers theoretical and legal problems of legal matter of the subject of the Federation. The attempt is made to prove that legal phenomena and categories of regional law do not constitute a legal system. These phenomena and categories are elements of the relevant components of the legal system of the Federal State.

Legal progress as the basis of political pluralism realisation

The essential sense of political democracy and political pluralism, and related to these notions the necessity of social and legal progress are considered in the article. Tendencies of tax reforms under financial crisis

The article analyzes fundamental directions of the state tax policy in the budget 2010-2012, reveals its negative tendencies, and suggests proposals to reform income tax and profit tax.

Practice of planning municipal budgets' revenues from renting municipal property objects

The article investigates the current practice of planning municipal budgets' revenues from renting property in municipal formations of Sverdlovskaya region. The legal acts in this sphere are analyzed. The role and significance of municipal property' management authorities and municipal financial structures are considered. The dialectic of formation and functioning of self-developing territorial economic systems

The article considers different opportunities of transition of territorial economic systems, entities of the Federation and municipalities to the model of self-development. The substance and content of self-development are reviewed as a reproduction process. Sources of self-development and macroeconomic conditions capable both to promote self-development and to restrain it are studied. Classification of the subjects of the Russian Federation according to their readiness for self-development is carried out; recommendations in order to accelerate these processes are proposed. The assessment of sustainable self-development territorial systems on a number of indicators is presented.

Development of the separation of powers theory

The article investigates political and legal views on the separation of powers theory, its commencement, development and adoption of the classical shape. Prior to the well-known classical doctrine the separation of powers theory underwent some evolutionary changes. But for relying on the inheritance of the ancient and medieval thinkers, this theory wouldn't have such a firm basis. The article focuses on the views of the founder of the theory, Charles de Montesquieu, analyzes some works of his successors and opponents, and suggests periodization of the theory.

Collaboration in the Barents region for transferring the European North of Russia to the innovation path of development

This article gives characteristics of the Barents Region, which creation was fixed in Kirkenes declaration, signed at January 13, 1993 by Ministers of Foreign Affairs of Russia, Norway, Finland, Sweden and Representatives of Denmark, Iceland and EU. The perspectives of interregional collaboration in its limits, actualized by the global financial crisis, are analyzed. The main directions of this collaboration and problems arising are revealed.

Integration policy of Belarus and perspectives of federalization of political system of the Union State of Belarus and Russia

The perspectives of the federalization of the political system of the Union State of Belarus and Russia are analyzed with regard for both objective possibilities of the country and elite groups interests. The conclusion of impossibility and inexpediency of the federalist project realization in the Russian-Belorussian integration in the nearest future is made.

Establishment and abolishment of the Karelian-Finnish SSR

The paper deals with the insufficiently investigated in the Russian historiography problem of the establishment of the new union republic Karelian-Finnish SSR in the structure of the USSR in 1940 and its abolishment in 1956. The author proves the fact that the decisions concerning the establishment and then abolishment of the KFSSR were taken in accordance with political goals only by the Soviet authorities, with breach of the currently in force Constitutions (RSFSR Constitution and KјSSR one). The paper is prepared on basis of broad range of sources, mostly on documents from central and Karelian state and departmental archives. Many of these documents are used for the first time.

Church and zemstvo in forming district educational space (the 2nd half of XIX - the beginning of XX century). The historiography of the topic

In the article on the basis of the historiographic review the interaction of Russian Orthodox Church and zemstvo's self-government institutions in forming district educational space of the Russian empire in the second half of XIX - the beginning of XX centuries is analyzed. The attempt to clarify the dependence of results of national education from the level and quality of interaction of zemstvo's establishments and the spiritual department, the role of the state at a district level in this process is undertaken.

The problem of genesis of the state as viewed by P.A. Kropotkin - the ideologist of anarchism

The article is devoted to the analysis of the problem of genesis of the state as interpreted by P.A. Kropotkin - the ideologist of anarchy-communism. The basic precondition of occurrence of the state, in his opinion, lies in the notion "authority" as a source of social injustice. He considered the period of formation of the centralized state a stage of occurrence of "government". P.A. Kropotkin continues M.A. Bakunin's idea on constant exploiter essence of the state irrespective of its form.

Legal regulation of social expenditures of the budget of MIA of Russia

These expenditures influence not only the level of life and social security of officers of internal affairs bodies, but also the crime rate in the country. S. F. Platonov on the state system and social order in Great Novgorod

The article considers poorly studied issues in the scientific work of the prominent Russian scholar S. F. Platonov. He put forward a number of pioneering ideas on Novgorod's Popular Assembly (veche), its membership, structure and the causes of its decline. The problem of contradiction between state ownership on the subsoil and private ownership of mineral resources produced from mineral deposits

On the example of Kovykta condensated gas deposit an attempt is made to consider and investigate the problem of and the need for maintaining balance between national interests of the state as the owner of the subsoil and interests of a private subsoil operator working on the oil and gas deposit and owning mineral resources produced.

The economic crisis and the investment opportunities of small business in Russia

The growth opportunities of investment and economic activities of different subjects of small and medium business, the main conditions and sources of their investment activities, in particular, cooperation with large-scale enterprises are analyzed in the context of antirecessionary measures. The problem of correlation of constitutional legislation of the Russian Federation's subjects and the Russian Federation is considered in the article. The comparative analysis of subjects of constitutional law of the Russian Federation's regions and the Russian Federation and the comparative analysis of constitutional legislation of the Russian Federation's regions and the Russian Federation are made. The Geopolitics of the Russian Federation in XXI century: main principles and directions of development
