Development strategy of Kaluga region

The article deals with the aims and contents of the development strategy for Kaluga Region economy. It presents brief analysis of the problems which, having been sold, would give the opportunity to start the reconstruction of the regional economy and its re-orientation at the innovation development. The mechanisms, used for this goal, are systematized. The tasks to be solved in future are emphasized.

The first global crisis on the territory of Russia: Regional estimation

In the paper specific features of the current crisis situation in Russia are shown, that has been caused by global crisis combined with lasting more than twenty-year systemic crisis of the national economy. They manifest themselves extremely unevenly in regions and municipalities of the country. Evaluation of anti-crisis measures taken by federal, regional and local authorities is given. The reasons for differences in the relationship of the centre and regions during the crisis of 1998 and the current one are shown.

Territorial aspect of legal maintenance of social and economic development of Russia

The article analyzes the problems of legal regulation of territorial development of the Russian Federation in the context of tasks, which are contained in the "Concept-2020". It formulates the proposals related to legislative maintenance of the growing role of regions and macroregions in innovative development of economy. The problems and prospects of the perfection of RF subjects' structure are considered.

The problems of reliable appraisal of regional agricultural potential

The article reveals the essence of the notion "regional economic potential". It presents the method of appraising the potential of arable lands and its calculation on the example of Moscow Region. The factors and possibilities which determine growth of the agricultural potential of the subject of Federation are also considered.

Local communities and local authorities: confidence or alienation?

The article reviews the results of surveys of social activity of local communities and their perception of local government as a public institute conducted in 2008-2009. The reasons of their low social activity are revealed. The conclusion is grounded that only strong local governments accountable to the population are capable to raise social activity in the country, promote development of civil society and democratic culture.

The application of performance budgeting at the regional and local levels

The article summarizes the first steps in application of the performance budgeting system in the budget process in the Russian Federation and resumes the prospects of this work at the sub-federal level of budgetary system. The article argues for simplicity and transparency in methods of evaluation of budget expenditures' efficiency in view of the limited personnel, organizational and information opportunities of regional and especially of local financial bodies. The authors underline the necessity of "step by step" introduction of performance budgeting methods. The special accent is made on the feedback mechanisms of the performance budgeting with the current system of budgetary planning and management.

Enhancing tax methods of sub-federal budgets setting

The paper considers the particular features of forming regional and local budgets by means of own tax sources and inter-budget transfers. The author proposes the measures which are focused on reaching the optimal balance between equalization of fiscal capacity and creation of incentives to strengthen the income base of sub-federal budgets.

Branch and regional features of anti-crisis policy in Ukraine

The article considers the features of financial and economic crisis in Ukraine. It argues that the important factors of the crisis are great dependence of the national financial system on exports of metals and machine-building production, strong dependence on the Russian market and the market of EU. The paper shows that the crisis has most strongly hit the industrial east of Ukraine.

Federalism: financial and economic aspects (Russian-British parallels)

The article deals with the key aspects of a federative model's formation in Great Britain on the example of Scotland and the reformation processes of federalism in the Russian Federation. The author defines the general and peculiar features, analyzing the centre-regions-local authorities models in the two states. It allows to reveal the main issues for Russia's development as a federative state and forecast trends in the framework of centre-regions relationships in the United Kingdom.

Eurasian topogenesis and geocultural standards of economic reforms in Russian history

The article analyzes the influence of Eurasian topogenesis on the status of the Russian empire - the USSR in the capitalistic world-economy. It shows that this status remained semi-peripheral in spite of the efforts of the power (monarchist and then Soviet) to reform economic system on the basis of introducing the experience of geo-cultural models of those countries that succeeded in taking stand in the main body of the world-system.

Major stages of realization of public policy on revival of modern Russian Cossacks

The article analyzes the major stages of public policy on revival of Russian Cossacks from the second half of the 1980-s up to the present and the logic of their interaction with authorities of various levels. Having passed the way from cultural and educational communities up to the Cossack societies, the Cossacks' revival movement has turned to be partially integrated in the wheels of the state. Thus it has lost many features of both its political and cultural and historical originality.

Standardization of the state services as the basic tool of the efficient control

Problems of delinquency prevention among minors in Yaroslavl Region

Problems and prospects of public authorities and local government cooperation with law enforcement agencies of Yaroslavl Region in order to provide law enforcement and social prevention of delinquency among minors are observed in this article. Features of the international comparisons of social development

The article analyzes the basic results of the cross-country comparisons of aggregate indicators of changes in the number of population and the outcomes of their economic development. On the basis of calculations of future dynamics of population growth and gross domestic product which have been carried out by the international organizations together with national statistical services, possible characteristics of social and economic development of the basic groups of countries are defined.

Financial problems of municipal formations in conditions of reforming of local self-management

This article reveals the problems that rural settlements have encountered because of changes in budgetary legislation. It is also noted that changes in tax and budgetary legislation in 2006-2008 have led to increasing centralization of sources of income in favor of federal and regional budgets. It is offered to raise the level of tax yields assigning to municipal budgets.

Problems of managing steady development of rural territories

Steady development of agricultural territories is associated with the necessity of developing local self-government, creation of the administrative system which fully considers the specificity of rural communities and promotes realization of their initiatives. The experience of establishing housing committees in 1917

Relying on the little-known archive sources, the author considers the experience of establishing housing committees in 1917. He arrives at the conclusion that they appeared not only as a result of objective historical preconditions, but presented, though weak, attempts of social self-organization in a city.
