Eurasian topogenesis and geocultural standards of economic reforms in Russian history

The paper analyzes contradictory consequences of combining Eurasian topogenesis (the territorial expansion mainly towards the East and the South) and Russia's entry into the framework of the capitalist World-economy. It shows that the states of North-Western core of the capitalist World-economy (the Netherlands, England, France) began to set the standards for Russian economic reforms. However the results of transformations frequently appeared opposite to the initial geocultural patterns.

The post-industrial society and the modern state

The article considers the interconnection between the post-industrial society and the welfare state. The author shows that the new society could emerge only on the basis of the Western welfare state. A new definition of the essence of that social institute is presented. In the author's opinion its main aim is to maintain human dignity of an individual dispossessed of any property. The author asserts that such a renovated concept of the welfare state allows civil society and government to smooth the consequences of the global crisis. The latter is nothing but the first global crisis of the post-industrial society.

Political factors of transformation of territorial organization of Russia (specific character of the crisis of imperial system)

The article analyzes political factors of transformation of territorial organization of Russian state in specific conditions of the crisis of imperial system. The basis of transformation processes was formed by modernized mechanisms of traditional empire in combination with instruments of nationalization / federalization used or declared by the ruling elite. Factors of home and foreign policy are considered in the article; their influence on the evolution of Russian territorial system is also estimated.

Major risks of the Russian financial system

The article considers the specific character of major risks typical for the Russian financial system. On the basis of empirical analysis the author investigates the processes which take place in the Russian banking system including the regional level. The reasons of weakness of regional banks are revealed. The article notes the fact that the transition of banking sphere from financial intermediation to functioning on the basis of national savings has began.

Internal factors of low investment attractiveness of Russian manufacturing enterprises

It is generally accepted that modification of macroeconomic proportions is the main basis for conversion to innovative evolution model. But investigation of more than 100 large and middle Russian manufacturing enterprises shows that an essential factor, which hampers solving this task, is unavailability of microeconomic level. The article describes the most critical internal problems of Russian manufacturing enterprises, their causes and effects, and also ways of their overcoming with the help of the best world practices. Moreover, the article describes main factors, which prohibit successful usage of proven foreign approaches in the Russian environment.

The main directions of the complex development of the North Sea Route

The article is devoted to the problems and perspectives of developing the Northern Sea Route. On the basis of the analysis of law acts, which regulate the law regime of the Northern Sea Route, it outlines the main directions of its comprehensive development. The conclusion is formulated about the necessity of establishing legislation basis for the NSR functioning as an international transport corridor. Priority actions to attribute the Northern Sea Route a new status are identified.

Criteria and approaches to distinguishing urban settlements in Russian Federation

Peculiarities of formation of normative-legal base and evolution of criteria of attribution of settlements to the category of towns in RSFSR have been examined. Legal fundamentals of administrative-territorial transformation of towns in the post- Soviet period have been revealed and analyzed. The article offers to supplement existing in the Soviet period quantitative and functionally-industrial approaches to allocation of towns with administrative-territorial, socio-infrastructural and ekistics approaches which, in contemporary conditions, reflect better the differences of town territory from rural area. Approximate status criteria of attribution of towns and urban-type communities have been grounded.

The North regions have a rich natural resources base, but do not have enough funds to solve their socio-economic problems. This circumstance is complicated by the economic crisis which reveals most severely in north conditions. The North regions' socio-economic progress depends to a large extent on natural resources development. The resources economic turnover involvement is significant for the economic advancement of the region and country. The analysis of natural resources development taxation and tax administration in the region is presented. The directions of taxation reform in this sphere for improving socio-economic progress of the North regions are suggested.

Natural monopoly reforming: rail transport

The article represents a general overview of natural monopoly reforming patterns which were implemented in rail transportation field in Sweden, Germany, Great Britain, Japan and Russia. It examines possible advantages and disadvantages of competition formation methods in order to find out if it is really reasonable to set up a kind of competition in this natural monopoly sphere for the purpose of stable and balanced development of the field.
